黑龙江省林甸县农村居民点土地整理潜力研究

Research on Potential of Rural Housing Land Readjustment in Lindian County,Heilongjiang Province

农村居民点土地整理对于优化城乡建设用地布局,促进农村经济发展和城镇化进程具有重要意义。在分析林甸县农村居民点用地特点和空间变动趋势的基础上,运用层次分析法对全县农村居民点土地利用潜力进行计算,得出土地整理潜力综合值为74.96,表明土地整理的潜力较大,应采取农村城镇化型土地整理模式进行居民点整理。从组织领导、法律法规建设和村镇规划体系完善3个宏观层面提出了农村居民点土地整理对策。

Readjustment of rural housing land plays an important role in optimizing the layout of urban and rural construction land and promoting rural economic development and urbanization. Analyzing the characteristics and spatial change trends of rural housing land in Lindian County, Heilongjiang Province, this paper calculates the potential of rural housing land use by means of AHP and concludes that the integrated value of rural housing land use potential is 74. 96. The result shows that readjustment potential is fairly large and the government should readjust the housing land adopting the mode of rural urbanization readjustment. The paper ends with some countermeasures for rural housing land readjustment in terms of organization, law and regulations and town planning system.
