执政为民的价值体现论析——基于马克思主义政党执政理念的思考

Analysis of the Value of Government for the People ——based on reflection of the ruling idea of Marxist Party

马克思主义执政党立党为公、执政为民的真正意义就在于代表和反映公意。执政为民体现了人民创造历史的唯物史观、马克思主义的政党观、社会主义的国家观、人类社会的发展观。正确理解执政为民的价值体现需要特别关注以下几点:执政为民不等于以党代政、不否认党的利益、不等于以民为本和人本主义。只有坚持强化党和国家的制度建设,完善党内民主、国家民主和人民民主,提高党的领导能力和执政能力,才能真正将执政为民的价值导向在实践中落实下来。

The true essence of ＂Party for the public＂ and ＂government for the people＂ of Marxist ruling Party is that it represents and reflects the public will.＂Government for the people＂ embodies the historical materialism of ＂people creating history＂,the Party conception of Marxism,the national view of socialism and the development outlook of human society.Special attention needs to be paid to the following points in order to truly understand the value of ＂government for the people＂： ＂government for the people＂ is not equal to ＂replacing government with the Party＂;it does not deny interests of the Party;and it is not equal to ＂being based on the people＂ or humanism.Only by keeping strengthening system construction of our Party and our country,by improving inner-party democracy,national democracy and people＇s democracy,and by enhancing Party＇s leading ability and administrative ability can the value orientation of ＂government for the people＂ be truly implemented through practice.
