摘要
转变经济发展方式,是基于以往以政府主导为特征的粗放型经济增长方式提出的科学命题和重大战略方针,而以往地方政府官员围绕GDP所展开的晋升竞争是导致这种粗放型增长方式的重要原因之一。在传统治理模式和不科学的晋升考核体系下,对地方官员的晋升激励出现了偏差,使经济高速增长的同时付出了高昂代价。发挥对地方政府官员的强激励效应,加快建立与转变经济发展方式相适应的科学的晋升考核体系、调整和优化政府职能配置和减少政府对经济的控制权、建立科学的决策体制机制、构建多层次的监督体系,是转变经济发展方式的关键。
The transformation of economic development mode is a scientific theme and major strategic policy put forward against the government-led extensive economic growth mode.Promotion competition among local officials for GDP in the past was one of the most important reasons for this extensive economic growth mode.The traditional governance model and the unscientific promotion and evaluation system have encouraged local officials for promotion in such an inappropriate way that the rapid economic growth has come with a huge price.To exert strong incentive effects on local government officials,to accelerate the establishment of a scientific promotion evaluation system suited to the transformation of economic development mode,to adjust and optimize the allocation of government functions and reduce government control over the economy,to establish scientific institutional mechanisms for decision making and to construct multi-level monitoring system are the key to the transformation of economic development mode.
