中国共产党对中国农民问题进行的90年代艰辛曲折的探索。在民主革命时期,党认识到农民是中国革命的主力军,因而和农民结成巩固的工农联盟,取得了中国革命的胜利。在建国后到改革开放前,党对农民问题的探索出现了失误,党既想迅速改变农村经济落后的面貌,又想摆脱资本主义式的发展道路,因此,采取合作化和人民公社化的政策及措施将农民束缚在土地上,并使其成为社会主义改造对象,其结果是抑制了农民的生产积极性。改革开放后,农民成为独立的商品生产者,党的保障农民物质利益和民主权利政策和措施充分调动农民的主动性、积极性、创造性,推动了生产力的发展,提高了农民的生产、生活水平,破解了全面建设小康社会实现现代化的难题。
