介绍在系统可编程器件及其编程原理，同时利用在系统编程技术完成频率测试仪设计。
The paper introduces In-System Programming device and its programmable principles.It presents the design of frequency tester with In-System programming technique. And the function emulation is implemented to the frequency tester.
