摘要
生态补偿机制和排污权有偿使用与交易制度在中国逐渐被运用于生态环境治理之中。此类生态经济化制度安排的初衷在于缓解地区间及地区内人与自然、人与人之间的矛盾,排除区域经济发展过程中的不协调因素。实证研究表明,生态补偿机制和排污权有偿使用和交易制度作为生态经济化的主导性制度安排,前者侧重于行政手段,后者侧重于市场手段。两种制度安排在不同程度上均有利于区域经济协调发展,但通过排污权有偿使用和交易制度促进区域经济协调发展的作用更强,且更灵活;而通过生态补偿机制促进区域经济协调发展的作用稍弱,且呈现出生态补偿资金的结构差异。
Ecological compensation mechanism and the institution of compensated use and transaction of certified emission right are gradually applied to Chinese ecological and environmental managements.The original target of these institutional arrangements was to ease regional contradictions between man and nature,man and man,and to eliminate uncoordinated factors in the development of regional economy.The empirical study of this paper concludes that as two dominant institutional arrangements of ecological economization,ecological compensation mechanism relies on the administration of government,while the institution of compensated use and transaction of certified emission right on the market regulation,both of which are beneficial to promoting the coordinated development of regional economy,but in different degrees:the former one,comparatively,plays a weaker and less flexible role than the latter one,and meanwhile leads to the structure variance of ecological compensation fund.
