摘要
通过对三十二项具体指标的量化分析发现,京津冀区域人才资源开发整体情况良好,三方各有优势与不足,京津冀阶梯式分布特征明显。如进一步加强合作,需要正确认识新时期人才的流动性、公共部门的宏观管理定位、中央与地方政府的职责权限和区域内部的差距,需要从完善合作机构、发挥教育培训基础性作用、发挥科技人才主导性作用和人才政策对接开放等四方面展开行动。
Based upon the quantitative analysis of the 32 specific indicators,we could find that human resource development as a whole in Jing-Jin-Ji is in good condition with obvious characteristics of ladder-type distribution,in which each district has its own advantages and disadvantages.In order to strengthen cooperation it is significant to have correct understanding of talent mobility in new era,macro-management orientation of public sectors,and the duty and power gap between central and local governments and within the region.It is necessary to take actions in four areas: perfecting cooperative institutions,bringing the fundamental functions of education and training into full play,giving full play to the leading role of science and technology talents and carrying out open personnel policies.
