从均势角度看尼泊尔小国外交

Nepal's Diplomacy from the Perspective of Balance of Power

18世纪初,均势作为国际关系的一项原则正式载入了国际条约。公元前6世纪就建立了王朝,具有悠久历史的尼泊尔是南亚地区一个小国,在国际关系体系中常常被大国所忽视。然而,随着近几年来我国西藏问题的复杂化,印度谋求南亚的霸权地位,美国遏制中国和平崛起的加强,小国尼泊尔开始受到关注。尼泊尔一个弱小国家是如何在大国的夹缝中生存发展的,作为其邻国的中国来说,有必要分析它的均势外交政策及其今后的发展趋势,这对我国正确处理与尼泊尔的关系,营造南亚地区周边稳定的国际环境具有现实意义。

In the early 18th century, balance of power, as a principle of international relations, was formally recorded into the International Treaty. Nepal, a small country with a long history in South Asia, had established its Dynasty as early as the 6th century BC. It was often overlooked by the powerful countries considering international relations. However, over the past few years, this small country has attracted much more attention along with such events as the complex Tibetan issue, Indiag pursuit of the begemonie position in South Asia and the constant suppression of China~ peaceful rise by the U. S.. However, Nepal, a weak country, has survived and developed among the strong countries. It is necessary for China, a neighbor of Nepal, to analyze its diplomatic strategy of balance of power and the future trend, which is of practical significance to China in dealing with the relationship with Nepal and in creating a stable international environment for South Asian area.
