For studying and designing foster objective and mode about university students in the 21st century,it is necessary to study new requirements of people with professional skill on the level of social development at present,level of higher education and universities foster missions and feedback from practice.The studying begins with typical cases and by means of comprehensive analysis,thus reachs common conclusion.
