我国地区经济差异的实证研究

An Empirical Study on the Regional Economic Disparity in China

中国地区差距扩大化的趋势是1978年经济体制改革的结果。通过泰尔指数分析1978~2007年的数据,发现中国区域内差距与区域间差距的变动呈现出明显的阶段性特征,这与中国总体区域差距的变动趋势有相似之处。由于地区经济差距的扩大,在很大程度上与中国财政体制有千丝万缕的联系。因此,需要从财政体制改革的角度出发,明确中央与地方的事权、财权范围,完善转移支付制度,从而缩小地区经济差异。

The expanding tendency of regional disparity in China is the result of the economic reform in 1978.By using Theil index to analyze the data from 1978 to 2007,the author finds out that the change of China＇s intra-regional and inter-regional disparity shows apparent stage characteristics,which is similar to the changing tendency of China＇s total regional disparity.To a great extent,the expanding disparity of regional economy has close relationship with the financial system of China.Therefore,it is necessary to narrow regional economic disparity by clarifying the responsibility and the financial power between central and local governments from the perspective of financial system reform,and improving transfer payment system.
