关于深圳警方清理“治安高危人员”行动的学理探析

当前许多城市社会治安管控的难点都在人口管理特别是流动人口管理上,而人口管理的难点则在于对"治安高危人员"的管控。如何依法对"治安高危人员"进行全面、可持续性的防控,是社会管理的一个新课题。而从学理角度,对社会和学界关于深圳警方行为所引发的争议作认真研究和分析,能够使我们的社会管理创新更加符合法治的要求。

Nowadays, the difficulty of public order control lies on the management of population control, especially the transient population,with difficulty resting on the management and control of the ＂high -risk people＂, a group of people potentially threatening the public order and public security. The prevention and control of such people is a new subject to the public management.
