当前社会急剧转型而次生的社会风险日益加大,网络群体性事件作为一种新型危机不断地敲击传统的治理模式与结构。对于网络群体性事件必须有一个理性的认识,不能简单地归结定性。近几年网络群体性事件本身也出现了新的一些变化,如敏感群体倾向、网络群体意识兴起、监督功能放大、社会动员能力增强等。这些变化需要政府管理在治理思维与治理方式上进行创新,如树立危机公关的意识、主动建立网络互动机制、完善网络民意的研判机制和协调网络舆论与传统媒体的关系。

At present Social risk derived from the sharp transformation of society is daily increasing. As a novel crisis, internet group incidents consistently influence traditional governance model and structure. Internet group incidents should be rationally recognized and should not be simply classified. In recent years internet group incidents have changed correspondingly, such as orientation of sensitive groups, rising of interuet groups, magnification of supervised function and enhancement of social motivation. Such changes requires innovating both of the governance notions and manners of the governmental management, such as consciousness of crisis public relation, internet interactive mechanisms, perfect studying and judging mechanism for internet public opinion and collaborative mechanisms for internet public opinion and traditional media.
