实现安徽农村跨越式发展的政策建议

Policy Recommendation of Achieving Leaping-Development in Anhui Rural Areas

当前,安徽省农村发展相对滞后,主要原因有:特殊自然条件、复杂历史因素制约安徽农村发展后劲;城乡二元结构的体制障碍使安徽付出巨大牺牲;长期的"汲取"型农村行政管理体制使安徽县乡政府负债严重;安徽农村市场经济的微观基础尚未形成;农业支持力度弱,农业政策乏力等。因此,实现安徽农村跨越式发展,一是建立健全"反哺三农"的体制机制,激发农业政策活力;二是完善农村基本经营制度,促进现代农业发展;三是创新农村公共服务和社会管理体制机制,扶持农民自治组织发育;四是构建农村劳动力转移培训就业和培养新农民的体制机制。

At present,rural development is lagging behind in Anhui Province,which main reasons are： special natural conditions,the complex historical factors restrict the development potential of rural Anhui;barriers of urban-rural dual structure system made ？？great sacrifices to Anhui;Anhui ＂draw＂type＇s administrative system of rural county and township governments to make serious debt Long-termly;Anhui rural micro-foundation of market economy has not yet formed;agricultural support is weak and agricultural policy is fatigue.Therefore,to achieving Leaping-Development in AnHui rural areas,first,establishing and improving the ＂Feedback San-Nong,＂the institutional mechanisms to stimulate the vitality of agricultural policy;second,improving the rural basic management systems to promote modern agricultural development;third,innovation and social management of rural public services and institutional mechanisms to support the development of autonomous organizations of farmers;fourth,constructing new institutional mechanisms for training farmers and employment of rural labor transfering.
