浅论社区卫生服务

A brief discussion on community health services

我们花２ 年时间通过对深圳、天津等大中城市的１８ 个社区卫生服务的考察，既有社区卫生服务成功的一面，也有值得进一步研究的一面。因此，我们在阐述社区卫生服务的内涵与外延的同时，列举了社区卫生服务成功与欠理想的实例，提出影响社区卫生服务的１０ 大因素：①领导重视；②全科医学人员的合理配置；③医疗项目的开展；④善处社区公共关系；⑤较全的仪器设备及必备物质的完善；⑥开展防保健教和计生技术服务；⑦系统培养全科医学人才及科研；⑧改善社区卫生服务人员的服务态度、实行优质服务、取得社会良好评价；⑨坚持合理收费，对弱者给予优惠收费；

An investigation of 2 years into the health services in 18 communities of some large and medium sized cities like Shenzhen and Tianjin led us to the discovery of both successful experiences and practices needing further study in the delivery of community health services. Thus while expounding the intension and extension of community health services, we cite some successful as well as some not so successful examples and point out 10 major factors affecting community health services. They are: ①importance attached to by leaders; ②rational manning of general practitioners; ③quality of medical services delivered; ④proper handling of public relations within a community; ⑤perfection of fairly commplete facilities and necessary substances; ⑥conduction of preventive health care education and technical services concerning birth control; ⑦systematic cultivation of general medical personnel and the conduction of scientific research; ⑧improvement of community health services workers attitude and delivery of optimal services so as to win favorable social appraisal; ⑨persistence in rational charging, offering preferential prices to the needy; and ⑩ standard operation of each community health services station, whose functions should be brought into full play.
