摘要
笔者首先肯定医院后勤改革的成果,其次阐述了后勤与医院完全脱离,实现社会化服务是医院后勤改革的目标。在此基础上,指出后勤改革的具体措施为:①实现后勤与医院人事机构的分离;②为后勤工作实现社会化提供保证金;③全面推进后勤工作企业化管理进程;最后提出了后勤实行社会化服务的方式及方法和后勤实行人事机构分配改革。
The paper first affirms the achievements in the reform of hospital rear service. It then sets forth the goals of the reform, which aims at the separation of the rear service from the hospital and its socialization. On the basis of this, the paper points out some specific measures to be adopted in the reform of the rear service: ①implementing separation of the personnel setups of the rear service and the hospital; ②providing earnest money for the socialization of rear service; and ③giving full impetus to the process of adopting business like management. The paper finally presents such issues as the modead measures for the socialization of the rear service and distribution reform for rear service personnel so as to speed up the pace of steady transition towards socialization.
