摘要
《世界经济研究》杂志2010年第4期上刊发了《原产地规则的经济效应研究》一文,其中存在一些值得商榷之处:将国外对"优惠性原产地规则"的研究成果简单套用到"非优惠性原产地规则"的经济效应分析中;用相关数据来验证我国此间并未实施的汽车"40%本地化最低含量"的原产地效应;建议借鉴早已被WTO裁决违规的汽车零部件进口政策等。我们特此提出有关商榷,并认为相关数学模型的假定更适合政府采购中"本国货物"标准的经济分析。
In the article of 'Economic Effects of Rules of Origin',issued by World Economy Study in the forth edition of 2010,there are some questionable points,such as simply applying the foreign research results on 'Preferential Rules of Origin' to analyze the economic effects of 'Non-preferential Rules of Origin',using data to verify the effects of the minimum 40% domestic-content on China's antomobile industries which hadn't actually been put into effect and suggesting learning from the policy on importing automobile parts which was illegal according to WTO's adjudication.We suppose that related mathematical model is more appropriate to analyze the effect of domestic-content in government procurement policy.
