大学生纳入城镇居民基本医疗保险存在问题与对策——以重庆某大学为例

The problems and countermeasures of bringing university students into urban residents' basic medical insurance:taking one university in Chongqing as example

在新医改的大背景下,重庆市把大学生纳入城镇居民医疗保险已有2年的时间。文章根据重庆某大学社区医疗中心提供的大学生参加城镇居民基本医疗保险的数据进行详细的分析,发现在政策实施过程中出现参保率低、费用报销人数少、报销比率低及各年级参保率出现差异等问题,并给出一些相应的解决措施和建议,以期为政策的完善提供一点帮助,希望把更多的大学生纳入城镇居民医疗保险范围内,确保大学生顺利完成学业。

In the background of new medical reform,bringing university students into urban residents＇ basic medical insurance has been implemented for 2 years in Chongqing.With the data of university students taking part in urban residents＇basic medical insurance provided by a community medical center in one university in Chongqing,the article made a detailed analysis,and found that,in the process of policy implementation,there are still many problems,such as low rate of participation,low number of students getting expense reimbursement,low reimbursement ratio,and different participation rates of students from different grades.Finally,the article gave some suggestions for improving the policy making,hoping to bring more university students into urban residents＇ basic medical insurance and ensuring that students can complete their studies successfully.
