摘要 为在破坏性地震发生后,省级抗震救灾指挥部与各市(县)指挥中心之间能够灵活的展开视频对话和灾情数据传送,采用多点控制单元(MCU)和视频终端,完成了广西地震应急联动指挥平台建设,实现了:①省级抗震救灾指挥部和各市(县)指挥中心之间良好的音、视频流传输;②省级抗震救灾指挥部和各市(县)指挥中心任何一方发起双流信号,各方都能看到发起方的WORD、PPT等数据内容;③在多点控制单元(MCU)的管理下,各市(县)指挥中心都可以转变角色,成为临时抗震救灾指挥部,拥有地震应急临时指挥权;④以广西抗震救灾指挥部为中间节点,各市(县)指挥中心与中国抗震救灾指挥部之间数据流交换,即实现了国家抗震救灾指挥部、省区域指挥部、市(县)指挥中心的三级联动指挥,最终多级地震应急联动指挥确保了地震灾害发生后的紧急救援工作高效、有序进行,最大限度地减少人民群众的生命和财产损失。 In order to conduct video conversation and disaster data transmission flexibly between the headquarter for earthquake resistance of the province and the command centers for disaster relief in cities and counties after devastating earthquakes,Guangxi earthquake emergency command platform based on multi-point control unit(MCU) and video terminals is established,which can realize:(1) clear audio and video transmission between the headquarter for earthquake resistance and the command center for disaster relief in cities and counties;(2) no matter who initiate double signals,the headquarter for earthquake resistance or the command centers for disaster relief in cities or counties,the data of WORD,PPT can all be read;(3) county command center can change its role under the multi-point control unit(MCU),and becomes a temporary headquarter with temporary command in the earthquake emergency response;(4) data can exchanged between county command center and National Headquarter for Earthquake Resistance and Disaster Relief via the headquarter for earthquake resistance and disaster relief in Guangxi,i.e.,three linkage commands can be achieved.Efficient and orderly relief work after earthquake disaster through the multilevel earthquake emergency linkage command can be guaranteed and the loss of lives and properties of people can be minimized.
