群体性事件中警力整合战术研究

On the Tactics of Police Force Integration in Dealing with Group Events

依据实战经验和理论研究,群体性事件中的警力整合应遵循四大原则:讲求实效、权责对等、统一指挥、优化使用等原则。提出了警力整合的一系列策略,并详细探究了警力整合的方法,明确了整合后的警组类别及其任务。通过对警力布局的调整整合,将多个部门、多个层级的警力进行优化组合,以此提高警力的整体作战水平,使公安机关在处理危机事件时更高效、更科学、更有战斗力。

According to actual combat experiences and theoretical research, police force integration in dealing with group events shall follow four major principles： stress on practical results, equivalence of power and duties, unity of command and optimum usage. This paper discusses a series of strategies in police force integration, thoroughly explores the methods of police force integration and determines the classification of groups and tasks after police force integration. As a result, police force in different departments and layers can be integrated effectively to increase the overall combating capacity.
