That the individually-owned business with large scale develops into enterprise will do great good to local economy.However,their intention is chained down by their inferior quality and lack of valid government support.Therefore,when the market can not take effect,it is necessary for the government to take steps by reducing taxes and charges,supplying more services,and so on,to help the Individually-owned business with large scale change to enterprise successfully.
