在全球化的背景下,如何整合侨务资源,促进中华文化的传播和两岸的发展,是两岸面对的共同话题。2008年国民党再次上台后,在"外交休兵"的基础上提出了与大陆"侨务休兵"并逐步实现"侨社和谐"的政策,虽有其特殊目的,但也对两岸侨务资源的整合起到了积极作用,并得到了大陆的响应。该文运用文化认同理论、移民系统理论和相关的全球化理论,重点从文化视角入手,分析了两岸"侨务休兵"政策对两岸侨务资源整合带来的积极影响与存在的问题。

In 2008, after Kuomintang was again on the stage, they put forward the policy of overseas truce. Although it has its special purpose, it also played an active role in the integration of resource of overseas Chinese, and obtained the response of the mainland. The author, by using cultural identity theory, immigration system theory and re- lated globalization theory, and from the perspective of culture, analyzes the active role of and problems in cross -strait ＂overseas truce＂ policy for cross-strait overseas resource integration.
