摘要
本文根据流域水生态承载力研究中的需求,提出基于水生态功能分区、流域总量控制管理的集成系统总体架构,建立流域水环境系统综合数据库,研发适宜流域水环境综合管理的流域数字水环境系统多种可视化技术;将流域水生态承载力和总量控制的模型、数据、方案等成果与三维数字流域技术相结合,构建基于三维数字流域技术的流域水生态承载力与总量控制技术集成系统。该系统以流域水环境系统为核心,着眼全局用数字化的手段刻画整个流域,覆盖全流域的整体模型作为基础模拟流域的环境现象和过程,处理大量的流域信息,这些信息包括流域水文水环境信息、流域水工程信息、流域经济社会发展信息,以模拟流域水文循环过程、水化学过程、经济社会发展及污染排放过程等关键过程,揭示流域污染源迁移转化和水体水质响应变化的规律,服务于流域水环境管理实践。
Integrated system of water environmental management is not used widely in China.This paper proposed the general framework of integrated system for pollution control based on eco-region.The database for the integrated system is established.Multiple visualization techniques of watershed environment are developed.Integrated system of water ecology carrying capacity and water pollution control of river basin based on 3D digital basin technology is developed by the combination of above techniques.Massive watershed information,which includes the hydrological and environmental information,the hydro projects,the economic and social development of the watershed,is processed in this integrated system.The key processes can be simulated in this system,such as the hydrologic circulation process,the water chemical process,the economic and social development process and the pollution discharge process.As a result,this integrated system can be used to serve the practice of watershed management.
