摘要
本文从资源环境经济总价值理论出发,分析征地成本构成,强调土地征用价格要考虑农地非农化产生的直接使用价值、间接使用价值、选择价值、遗赠价值和存在价值的损失。在此基础上分别从产权理论角度、外部性角度进一步分析征用成本应该由谁负担、如何负担以及土地征用收益应该如何分配等问题。
This paper analyzes the structure of the cost of land acquisition from the viewpoint of total resource and environment value. It em- phasizes the cost must conclude the loss for the direct using value, indirect using value, option value, inherited value and existent value of farmland conversion. It also analyzes who and how to afford the cost, and how to allocate the benefit of the land conversion. The result is the land user afford the cost, which always is the farmer. The land user should pay the cost in the land rent. The benefit should be allocated a- mong the farmers and the government.
