BRIEF DISCUSSION ON THE APPLICATION OF"WORK-AND-OPERATION-SHOULD-BECONTROLLED"IN REFINERY ENTERPRISES

通过对"作业和操作要受控"工作要求的深刻理解,结合炼化企业工作实际,提出标准化管理、三级责任承包制度、动火作业集中定时管理等一系列措施,从而实现生产操作受控、工作属地受控、事故源头受控、外来作业受控等工作要求,使企业实现本质安全。

Through a deep understanding of the work requirement of'Work-and-Operation-Should-Be-Controlled', this paper,combined with the practical work in refinery enterprises,proposes a series of measures such as standardized management,three-level responsibility contract system,centralized and timing management of fire operation etc.to achieve the work requirements of the following being controlled: production operation,working region,source of accident,foreign operations and so on,which enable the enterprises to achieve inherent safety.
