摘要
文章阐述了节能减排的定义和电力建设的概况,通过对比"十一五"计划前后电力建设实施节能减排政策的成果以及展望"十二五"规划中节能减排在电力建设中的目标,指出了出电力建设与节能减排之间既对立又相联的博弈关系。
The paper describes the definition of Energy-saving emission reduction and general situation of power construction,and points out the game of power construction and Energy-saving emission reduction through contrasting the results and outlooking target of power construction and Energy-saving emission reduction in ＂the eleventh five plan＂and ＂the twelfth five plan＂.
