编制药械设备招标文件中技术参数的思考

Consideration on technical parameters in biding documents of medical devices

目的:充分认识编写技术参数在药械设备政府采购活动中的重要性,探讨编写合法合理的招标文件的技术参数的方法,避免产生政府采购的不法行为。方法:根据政府采购相关行政规定和要求,结合当前国内药械设备政府采购存在的问题,分析编写招标文件中技术参数要求的利弊。结果:对实践中常见的问题,如何规范政府采购工作,编写合法合理的招标文件提出对策和建议。结论:招标文件中技术参数部分在整个采购过程中发挥着至关重要的作用。

Objective： To explore the importance of compilation of technical parameters during the course of governmental procurement of medical equipments and apparatus completely to find legal and reasonable ways to compile technical parameters in biding documents to avoid the occurrence of illegal acts in the governmental procurement. Methods： According to the related administrative guiding and requirements on governmental procurement and existing problems in the domestic governmental procurement of medical equipments and apparatus, we analyzed the strength and weakness of compilation of technical parameters in biding documents. Conclusion： It is necessary to develop the appropriate responses and suggestions to compile the legal and reasonable biding documents to deal with the common problems in practice and regulate the governmental procurement.
