On the Local Government's Public Service Supply in Guangxi:Medium-Tactic Behavior and the Reasons

2000年以来,广西在经济取得快速增长的同时,地方政府对涉及民生的公共服务供给上却是"趋中"的行为模式。这种以中位状态供给公共服务的主要原因在于:分税制对于地方政府的财政约束强化;对政府的考核机制偏重于经济发展;社会建设与经济建设又相对"脱嵌",同时上级政府在服务型政府建设的可信承诺不高等方面。

Since 2000,Guangxi has achieved rapid economic growth.However,in public service supply which is closely related to the people＇s livelihood,the local government has been adopting a medium-tactic behavior.The main reasons include： the system of tax distribution further enhances the fiscal restraint on the local governments;the performance appraisal of local governments puts more emphasis on local economic development;the social and economic construction are ill-coordinated;and the upper levels of governments have low credibility in their commitment to build a service-oriented government.
