摘要
建国以来我国非政府组织的发展经历了探索与受挫时期(1949—1978年)、恢复与发展时期(1978—1995年)、大发展与变革时期(1995年—至今)三个阶段。通过对非政府组织成长演进的过程进行梳理,不难发现市场经济的推行、政府职能的转变、公民参与意识的增强、法律法规的完善是我国非政府组织得以发展的历史条件。
The development of the non-governmental organizations of China since its founding has undergone three different phases, namely the period of exploration and frustration （ 1949 - 1978 ）, the period of restora-tion and development （1978 -1995）, and the period of great development and changes （1995 up to now）. Through the tidying-up of their growth and evolution, it is easy to find that the implementation of economic market, the changes of government functions, the strengthening of the participation consciousness of the civics, and the perfection of laws and regulations are all the historical preconditions for the non-governmental organizations to develop.
