On Economic Analysis and Policy Insights of Energy Efficiency Service Development

基于市场机制的节能服务已成为发达国家推动节能的重要战略举措,却难以满足我国经济调整发展的需要。本文利用外部性理论、交易成本理论等相关经济学理论,对节能服务供给外部性特征及其对社会福利的影响、影响节能服务需求的变量进行深入研究,结合节能服务发展过程中面临的障碍,提出促进节能服务发展的政策建议。

Market based energy efficiency services has become an important strategy to promote energy saving in developed countries. It is difficult to meet the needs of Chinese rapid economic development. This paper study the externality of energy efficiency service＇s supply,its effect on so cial welfare,variables affecting the demand of energy efficiency services based on externality theory, transaction cost theory and other related economic theory. Then this paper analyzes the present barriers to energy efficiency service. Finally, this paper present policy recommendations to promote energy efficiency service.
