按病种付费改革的矛头直指当下过度医疗的弊端，但其自身的种种问题也在各方利益的纠结下，大白于天下。中国医疗改革还需更为深刻地转变。在北京大学第三医院行政楼，有一间不起眼的办公室，门口标牌显示的是医院的医保办，但实际上这里还是北京DRG-PPS项目组（疾病诊断相关分组预定额付费制的缩写）的大本营。
The core technical standards on the payment on the diseases categories has been launched to pilot implement in six hospitals in Beijing since this August. Diseases Related to Groups(DRG)is a quota payment system based on multiple elements such as patients' age,disease diagnosis,comorbidity and complication, categorizing patients in terms of similar clinical pathways and charging them according to standards. Before that,hospitals usually charges based on programs,which encourages excessive medical treatments.DRG as an intermediate strategy will effectively improve hospital management and cut down costs,and trigger a new medical reform, according to medical experts. The key to the new payment system lies in the categorization of diseases and standards of clinical pathways.As the number of aging people is increasing rapidly in China,the management of medical insurance needs improvement.Unfortunately,hospital management today in some ways does not match well with responsibilities,rights and profits. The new payment system is expected not only to be a performance management tool and charging tool,but also to provide related laws with effective judgment.It remains to be seen whether the new payment system can practice successfully in China.
