摘要 从低碳经济和节能减排的视角考察,加强低碳科技创新与科技公共服务是实现发展方式转变和促进节能减排的关键与前提。低碳科技公共服务平台是促进低碳科技创新而构建的科技基础条件和服务平台。低碳科技公共服务平台的功能模型主要包括功能流程、功能类型、四维主体等。实现低碳科技公共服务平台的基本功能,需要构建合作创新、政策支持、联席协商、要素流动等实现机制。 From the perspective of the low-carbon economy and energy conservation and emission reduction, strengthening the low-carbon technology innovation and public service technology is the key and prerequisite to promote the transformation of the development and implement energy-saving strategies. The public service platform of the low-carbon technology is the basic technology conditions and service platform for promoting and building the low-carbon technology innovation. The functional model of the low-carbon technology platform.public services includes functional process, functional types, four-dimensional body, etc. To achieve the basic functions of the public service platform of the low-carbon technology, we need to promote innovation cooperation, policy support, joint consultation, factor mobility and other mechanisms.
