A Structure Model of Allocating Optimally Information Resources in Government

政府信息资源配置是公共管理学领域研究的一个热点话题,具有市场优化配置的经济功能,但至今还没有形成一个体系。从政府信息资源的特殊性出发,借鉴企业信息资源、网络信息资源配置评价体系,利用专家打分法构建政府信息资源优化配置的要素指标体系,利用系统结构化理论探究政府信息资源优化配置的模型,为开发电子政务系统提供理论基础。

The research of allocating government information resources is a hot topic in the field of public management,which has not yet formed a system though it is with the economic function of marketable-optimal allocation.First,from the particularity of government information resources,this paper constructs an influencing factors index system by expert-scoring method on the basis of evaluation system of enterprise information and network information resources,and then using system structured theory,the paper explores a structure model of allocating optimally government information resources,which would be a theoretical basis for developing an e-government system.
