摘要
科学地评价人才是选拔任用人才的关键,专业技术人才评价制度的有效性决定了人才评价制度的科学性。在构建专业技术人才评价有效性研究模型的基础上,578份调查问卷的分析结果显示,动机、机制、专家、政策、社会关系、申报者等因素对专业技术资格评定有效性有明显的影响。研究建议,改善专业技术资格评定有效性需要推动专业技术资格评定的标准化,完善专业技术人员分类评聘管理,促进专业技术资格评定的公开透明,加快专业技术资格评定的社会化进程。
The key factor in selection of personnel is scientific evaluation,and professional and technical personnel evaluation system determines the validity of scientific system of talent evaluation.This paper establishes an effectiveness model of professional and technical personnel evaluation.578 questionnaires show that motivation,mechanism,experts,policy,social relations,characteristics of candidates have significant impact on the effectiveness of professional and technical qualifications.And the paper suggests that the standardization of assessment of professional and technical qualifications should be promoted.
