著作权扩张对图书馆的影响及其应对策略

On the Impact of Copyright Expansion on the Library and Its Responsive Strategies

网络环境中著作权出现扩张的情势,如著作权新的权能增加、保护客体范围扩大、保护期的延长、对权利限制的限制,使图书馆及社会公众自由使用文学艺术和科学技术作品的空间受到压挤。图书馆只有制定知识产权管理战略、提高图书馆岗位著作权管理水平、积极参与著作权立法调整,才能针对扩张提出新的合理诉求,合理分享著作权利益。

Under the network environment,the situation of copyright expansion is occurring,such as increasing of the new right power of copyright,expansion of objects of copyright protection,extension of copyright protection period,and limit to the copyright restrictions,which makes the space for the library and public to use freely literary and art,science and technology works squeezed.The library should put forward new and reasonable requests and share in the copyright interests by developing intellectual property management strategies,improving the copyright management level of library positions,and actively participating in the copyright legislative adjustments.
