Goals and Balance of Interest Shared in the Fruits of Reform and Development

公平分享改革发展成果不是简单的财富分配问题,其目标必须契合当今和谐社会构建的需要。公平分享改革发展成果是通过实现社会的利益均衡这一途径来实现的,这需着力解决以下问题:一是实现政府与社会的利益均衡,这需要明确政府在和谐社会中的定位;二是实现社会各群体之间的利益均衡;三是实现人与人之间环境利益的均衡,这既要克服人类中心主义的虚妄,又要正确确立人类的生态位,同时还应将生态建设与管理并举;四是实现区域之间发展利益的均衡,这就要求在反哺机制的架构、区域发展制度的供给以及制度的"厚度"与"薄化"上有所作为。

To share the fruits of reform and development is not only the fair distribution of wealth,whose target is to meet the need of harmonious society.The road to share the fruits of reform and development is to be achieved by the means of the profit balance,of which four problems should be solved： first,the profit balance between the government and the society should be achieved,which should be made clear the status of the government in the harmonious society;second,the balance between social groups should be achieved;third,the balance between the environmental interests of humans should be achieved,which should conquer the emptiness of anthropocentrism and correctly establish the sociological position of humans,and the sociological building and the management should be put in importance at the same time;fourth,the balance between the interests of development between different regions should be achieved,which require the contribution of the building of feeding mechanism,the supply of regional development mechanism,and the thickness and the thinness of systems.
