摘要
“入园难”是当下的一种总体性社会焦虑,其本质是人民群众日益增长的入园需求与合格的、有质量的学前教育资源,包括公办幼儿园、普惠性民办幼儿园严重不足之间的矛盾。“入园难”包括“入”“园”“难”三个不同层面的困难。“入园难”是一个系统性问题,它并非缘于学前教育内部.而是社会结构失衡在学前教育领域的集中体现。解决“入园难”不能仅靠增加公办幼儿园这一项措施,而是需要系统设计,综合解决,遵循四项基本原则,处理好四对基本关系。
Kindergarten crunchis a general social anxiety and its nature lies in the contradiction between people's increasing kindergarten need and grave shortage of qualified preschool education resources, including public and inclusive non-public kindergartens. Kindergarten crunch indicates difficulty on three layers. It is a systematic problem which does not derives from preschool education itseli~ instead, it is the concentrated embodiment of the imbalance in social structure in the area of preschool education. To increase the number of public kindergarten is not enough to solve the problem; meanwhile we need systematic design for a comprehensive solution, and in doing so four principles must be observed and for pairs of basic relations be handled with care.
