普及与提高并举——对发展西部农村学前教育的思考 被引量:4

Popularizing as well as Enhancing:Reflections of Developing Preschool Education in Western Rural Areas

摘要 学前教育是我国整个教育体系中的“短板”,而农村学前教育尤其是西部农村学前教育则是这个“短板”中最薄弱的一环。西部农村学前教育存在普及率还不高、学前教育经费严重短缺、师资力量总体不足等问题,为了实现《国家中长期教育改革和发展规划纲要(2010-2020年)》提出的“基本普及学前教育”的战略目标,西部农村学前教育的发展既要抓量的普及,也要抓质的提升,即不仅要让西部农村幼儿“有园可上”,还要让西部农村幼儿“能上好园”。 Preschool education is a short board in the whole education system and rural preschool education, especially in western areas is the weakest link of the short board. Various problems exist in western rural preschool education, such as insufficient popularization rate, grave shortage in both fund and teachers. To realize the strategic goal of popularizing preschool education specified in the State Medium and Long Term Program on Education Reform and Development (2010-2020), the development of western rural preschool education should be focused on both quantity and quality, that is to say, children of these areas must be enable to enter a kindergarten, and a good one as well.
