近年来,我国新疆、西藏等地暴恐事件时有发生,严重地威胁了我国社会稳定、民族团结和国家安全。如何有效打击恐怖组织、遏止恐怖活动发生已成为当今世界重大研究课题。实际上,恐怖组织的决策过程为一些因素所影响。本文以"近似层级分解图"为分析框架,阐述了影响恐怖组织决策的主要因素及其相互关系。

In recent years, terrorism incidents happened frequently in Xinjiang, Tibet and have be- come serious threatens to the society stability, national unity and state security. How to crack down terrorism activities has developed a significant subject in a worldwide sphere. In fact, the decision process of terrorist organizations is affected by some factors. This paper adopts a new research method that titled ＂Nearly Hierarchical Decomposition＂, and illustrates all those factors that affecting terrorist organizations＇ decisions and the relations among them.
