摘要
以秦皇岛经济技术开发区环境影响评价为例,对环境影响评价中进行区域污染物总量控制主要分析过程和方法进行了阐述和探讨。基于环境承载力,确定了区域污染物排放总量,提出开发区总量控制方案和措施,并进行了可行性分析。
Procedure and method of total quantity control of pollutant discharge in regional EIA were studied taking Qinhuangdao economic and technological development zone as an example. Based on environment capacity and environmental carrying capacity, total discharge of the pollutants was determined. Total quantity control plan and measures were proposed and feasibility was studied.
