建立健全我国湿地生态补偿的必要性和难点

Analysis on the Necessity and Difficulties of Establishing and Perfecting of China's Wetland Ecological Compensation

湿地是地球自然生态系统的重要组成部分。由于当前我国湿地受破坏严重、湿地生态系统是公共物品等原因,建立健全我国湿地生态补偿势在必行。当前在我国实施湿地生态补偿还存在意识不强、产权不清,补偿主体模糊等问题,因此笔者提出采取广泛宣传、明确产权等措施以建立健全我国湿地生态补偿机制。

Wetland is an important component of the earth＇s natural ecological system.It is of necessity to establish and perfect China＇s wetland ecological compensation mechanism for the serious damage to wetlands in China and their public goods properties.The difficulties in the establishment and perfection included lack of awareness,obscure property rights,etc.So countermeasures of extensive propagation and clearing property rights were proposed.
