Issues of water resources in Huaihe River Basin and relevant suggestions

在调查总结了淮河流域水资源工程体系建设成就的基础上,分析了水资源现状和存在的问题,围绕全流域水资源配置和管理,提出增加洪水资源和再生水利用,新建和扩建水资源拦蓄工程及跨流域跨区域调水工程,提高供水能力,实行区域用水总量控制制度,进一步加强水资源及水环境重大问题的研究等建议,以便为淮河流域经济社会又好又快发展提供技术支撑与保障。

Based on the investigation and summarization of the achievements from the construction of the water resources engineering system of Huaihe River Basin, the status and the existing problems of water resources therein are analyzed herein, and then some suggestions around the allocation and management of the water resources within the whole basin are put forward, such as increasing the utilization of both the flood resources recycled water; newly building and extending the water resources impoundment, inter - basin and inter - regional water transfer projects ; implementing the system of regional total water consumption control ; further strengthening the study on the important issues of water resources and water environment, etc. , so as to provide the technical support and guarantee for the better and rapid development of the economic society in the basin.
