基于DEA的江苏省环境效率研究

Analysis of Environmental Efficiencies in Cities of Jiangsu Province with DEA Theory

运用DEA方法中SBM模型对江苏省13个地级市2001～2007年间环境效率及其变化率进行分析。结果显示江苏省各地级市间环境效率差异明显,苏州、无锡、常州、盐城和宿迁5市处于前沿面上,其他市均是DEA非有效或弱有效。Malmquist指数计算显示各地级市在研究期内变化率不大,但扬州市近年来环境效率持续降低。综合经济产出和环境效率将13地市划分为高效率高产出区、中效率高产出区、高效率中产出区、中效率中产出区、高效率低产出区、低效率低产出区等6类,并提出调整产业结构,推动产业转型等政策建议。

Environmental efficiencies of 13 cities in Jiangsu province between 2001-2007 and the changes have been calculated based on DEA models.The results showed significant differences between regions for the environmental efficiency of Jiangsu Province.Suzhou,Wuxi,Changzhou,Yancheng and Xuqian were at the front edge,while other cities were DEA inefficiently or little efficiently.Changies,calculated by Malmquist index,were not significant,but the environmental efficiencies in Yangzhou city got lower continuously.13 cities were divided into 6 categories such as high economic output /high environmental efficiency,high economic output /moderate environmental efficiency and so on,in consideration of comprehensive economic development and environmental efficiency.Advices on adjusting industrial structure and implementing industrial transformation were put forward.
