摘要
作者从卫生行政处罚说明理由的概念、意义入手,提出了在我国构建一套可操作性强的卫生行政处罚说明理由制度的设想,包括该制度的内容、时间、形式要素,以及违反卫生行政处罚说明理由规定应承担的法律责任。
From the definition and the significance of reasons-giving for health administrative penalty ,this article puts forward a plan to construct a set of feasible reasons-giving system for health administrative penalty in our country ,including the essential factors of this system such as the content, time, form, and the legal responsibility for those who violate the system shall bear.
