摘要
从资源型城市的基本属性出发,在回顾已有文献的基础上,通过架构起一般性的框架分析资源型城市的产业转型模式,指出资源型城市的产业转型应摆脱资源依赖,回归到城市产业发展和功能提升等一般属性的建设上来。同时,以石油城市克拉玛依为例,分析其产业转型条件和机遇,研究其产业转型的战略选择。研究指出,资源型城市产业转型要做好产业结构的优化升级以及城市功能的提升,特别要依据新的国际环境和地域环境做好城市发展战略。而在新形势下,克拉玛依应利用好现有的产业基础、中亚油气资源合作开发的机遇以及国家政策优势,推进构建产业结构的多元性,确立新的城市功能,借此推进城市产业转型。
Resources-based cities have made a significant contribution to regional economic development and urbanization process.But with the resources exhaustion,these cities will generally face several issues such as industrial transition,environmental pollution and difficulties in employment.As there is typical vulnerability,this paper tied to construct general framework to analysis patterns of industrial transformation within resource-based cities.This paper points out that the transformation of resource-based industries should return to development of industries and promotion of urban functions,which is a good way to break away from resource dependency.Finally,it constructs a strategic development pattern to solve the industrial transformation of Kelamay City.
