摘要
赢得值方法是一种项目成本-进度控制的有效方法,水运工程建造技术复杂,受环境影响大,不确定因素多,引入赢得值方法进行实施控制更为重要。传统赢得值方法一般在满足最基本质量要求的基础上分析,而工程的实际质量对其真实价值是有重要影响的。文章在将赢得值方法引入水运工程常用的造价台帐,并进一步引入质量赢得值指标,反映工程实现的真实价值,可达到成本-进度-质量三大目标联合控制,从而提高工程管理的有效性。
The earned value concept is an effective way for project cost-schedule control. Constructing port and waterway projects requires complicated techniques, contains uncertain factors, and is vulnerable to environment, so it is more important to introduce the earned value concept for the control of projects. Traditionally earned value concept is generally used on the basis of meeting the most fundamental quality requirements, but the true value of a project is influenced by the actual quality of the project. The paper applies the earned value concept to the cost accounting commonly used in port and water engineering, and further introduces the earned value index for project quality, which can reflect the true value of projects, achieves the objective of controlling cost, schedule and quality and thereby improve the effectiveness of project management.
