欧盟交通运输白皮书自出台以来饱受争议，甚至多个国家和组织明确表示反对，但作为欧洲未来各项具体政策和运输法规的指引性文件，白皮书代表着目前国际交通运输政策的发展方向，也给予我国许多启示和借鉴。

Transport policy of all the countries in the world is different,but in different stages of the development of national economy,transportation development shows some regularity and intercommunity.Since 1992,the EU commission released an issue of transport white paper on common transportation policy every ten years,representing the direction of global transportation industry development. On March 28,2011,the European Union issued Transport White Paper 2011,which puts forward very forward-looking transportation policy and will guide the development direction of the future highway,railway,aviation and waterway transportation of the EU.The European Union countries occupy an important position of traffic,so these policies will have great influence on the transportation industry of the future world.
