日前，国家发改委产业协调司装备处处长李刚对外宣称，汽车企业车型平均油耗制度有望建立，目的在于“从源头促进汽车企业重视节能减排”。此前，工信部装备工业司司长张相木亦表示，对于车企平均燃料消耗达不到的，要惩罚性收费。联想到工信部下发的将怠速启停汽车按常规汽车进行管理的通知。这一依燃耗平均值作为车企财税奖惩的制度或将很快出台。
A few days ago, the Section Chief of Equipment, Industrial Coordination Section, State Council of Reform & Development, Mr. Li Gang has alleged to outside, that rules of average oil consumption for vehicles in auto enterprise will be hopefully established, the aim of it is resting with 'Promoting auto enterprises to pay much attention to energy saving & emission reducing'. Associated with the notice issued by the Ministry of Information & Industry, that is to manage autos in state of idle speed and start & stop as common ones, the rules relying on rate of average fuel consumption as rewards & punishment of financial taxes for auto enterprises may come on very soon.
