The paper puts forward the intenslon and extension oi applicauon -oriented universities , analyzes the importance of constructing application - oriented universities ） and focuses on discussing the leading role of government in constructing application - oriented universities. Government makes leading measures such as classified guidance to universities, building bridge between regular higher education and vocational higher education in systems, making strategies of enterprise supporting practical teaching, and constructing quality evaluation system for different universities, which is the key to depend whether constructing application -oriented universities is successful or not.
