Harmonious Policy for the Harmony of Society

本文从公共政策与社会和谐之间的关系出发,探讨公共政策的基本精神中"和谐"的应然之义,进而探索如何从制度上、各政策之间、政策制定主体三个方面来达到公共政策的自身的和谐,从而能使公共政策在推进社会和谐方面产生重要影响力。

Starting from the relationship between public policies and the harmony of the society,this paper probes into the linkage between the fundamental spirit of the public policies and the spirit of harmony and furtherly discusses the questions on how to achieve the harmony of the public policies from three aspects,i.e.,regulations,policies and policy-makers,for the final goal of exert influence of the public policies on the harmony of the society.
