清初河工腐败问题研究

Research on the Corruption in the River Conservancy in the Early Qing Dynasty

清初河工腐败问题已经存在,给物料采办、夫役管理、工程建设等造成了很大的危害。腐败问题的出现与清朝制度设计的缺陷、皇帝对腐败问题的宽纵、社会风气的变化、社会经济的发展有着密切的关系。尽管统治者采取了一些措施如严惩贪官、严密立法来进行治理,但并未取得明显成效。

The corruption in the river conservancy had already existed in the early Qing Dynasty,and it had caused a great deal of harm to the material procurement,conscripted labourers management,engineering construction.The emergence of corruption had a strong relationship with the design of the political system,the emperor＇s connivance in the corruption,the changes of the social climate and the development of the society and economy.Although the rulers had taken some measures such as punishing the corrupt officials,carrying out close legislative control,but it did not harvest significant results.
